PULSE : Des stratégies d'apprentissage pour l'entrepreneuriat


The GIP FIPAN, alongside European and North African partners, is helping to strengthen training centres in Tunisia, Libya and Morocco. The aim is to foster entrepreneurship and educational innovation through adapted training, SmartLabs and a transnational network.

The PULSE project (Promoting Unique Learning Strategies in Entrepreneurship) is based on the collaboration of a consortium of European and North African partners, united around a common objective: to strengthen the capacities of Vocational Education and Training (VET) centres in Tunisia, Libya and Morocco in order to promote entrepreneurship and pedagogical innovation.

Each partner is contributing its expertise to develop solutions tailored to regional challenges, focusing on:

  • Analysing the needs of training centres:an in-depth study of the educational context and the skills required to improve the integration of entrepreneurship into training programmes;
  • Building the skills of teachers and learners:implementing specific training in entrepreneurship and innovative teaching methods;
  • The creation of innovation and incubation spaces (SmartLabs): places dedicated to the development of entrepreneurial projects, creativity and educational experimentation;
  • The structuring of a transnational network: a platform for exchange and cooperation between the partner institutions, encouraging the dissemination of good practice and the sustainability of the actions put in place.

Through a collaborative and transnational approach, this consortium is pooling its expertise to design concrete and innovative tools to improve the employability of young people and boost regional economic development. This project is structured into 3 strands.

Diagnosis and analysis of the needs of vocational training centres

The project begins with an in-depth analysis of the partner training centres, in order to assess:

  • The existing educational provision and the integration of entrepreneurship into the curricula;
  • The teaching methodologies used and their effectiveness;
  • The training of teachers in entrepreneurship and their specific needs;
  • The involvement of local stakeholders and opportunities for improving training.
This analysis enables the partner organisations to share their knowledge and identify areas for development. At the end of this phase, an individual action plan is drawn up for each training centre.
Capacity-building for teachers and creation of training modules

An innovative training programme is being put in place to develop:

  • The entrepreneurial skills of teachers and students.
  • The use of innovative teaching methodologies, such as the challenge-based learning approach inspired by the Basque Ethazi model.
    This skills enhancement is accompanied by study visits and trips to Spain, Greece and Morocco, to exchange views with experts and observe best practice in entrepreneurial training.
Setting up SmartLabs and creating a network of entrepreneurs

The project involves the creation of innovation spaces called SmartLabs, which will enable:

  • The incubation of entrepreneurial projects within the training centres;
  • The establishment of a network of mentors and external partners to support young entrepreneurs;
  • The organisation of workshops, competitions and entrepreneurship weeks to raise awareness among students and stimulate their creativity.
By setting up a transnational network, tailored training courses and SmartLabs, this project creates an environment conducive to learning, innovation and entrepreneurship. By strengthening the skills of teachers and learners, it will enable vocational training centres to play a key role in helping young people find jobs and start their own businesses.
An environment conducive to learning, innovation and entrepreneurship

By combining educational innovation, digitisation and entrepreneurship, this initiative does more than just boost skills on a one-off basis: it puts young people's employability on a sustainable footing, giving them the tools they need to adapt to changes in the labour market and develop their own career opportunities.
Through this collaborative approach between Europe and North Africa, the project is contributing not only to regional economic growth, but also to the emergence of a new generation of change agents..
