Obtain the necessary authorisation to operate an establishment with drinks dispensing (restaurant, bar, hotel,...).


  • Introductory presentation of the training: rationale for the training requirement; presentation of the operating licence.
  • Legislative and regulatory framework: sources of law and applications; codification of provisions relating to public houses in the public health code; general administrative police (general code of local authorities); special administrative police (public health code).
  • Conditions for opening a public house (café, brasserie, restaurant, etc.): conditions relating to the person; conditions relating to the licence; life of a licence; declarations prior to opening.
  • Operating obligations: obligations relating to the establishment; obligations in terms of prevention and protection of public health; obligations in terms of prevention and protection of public order.
  • Local regulations: prefectoral and municipal by-laws.


Teaching methods: experimentation with practical cases built around operating obligations.

Maximum total duration of 21 hours
The duration of the course is indicative and will be determined according to your profile.

Basic knowledge and professional project:

  • Know how to read, write and calculate
  • Have a validated project to create or take over a business, if possible by means of a Business Plan.
  • Have a plan to set up or take over an establishment that will sell alcohol (drinks outlet or restaurant) In accordance with Decree no. 2007-911 of 15 May 2007 and the Order of 22 July 2011, operators of Cafés, Hotels, Restaurants, Discotheques businesses, whether they are setting up or taking over, are required to take part in regulated training to obtain a drinks outlet operating licence.
  • Be of legal age.

Fulfil the conditions of good repute required:

  • Permanent disqualification for persons convicted of a common law crime or an offence relating to procuring.
  • Prohibition from practising for 5 years for persons sentenced to at least one month's imprisonment for theft, fraud, breach of trust, receiving stolen goods, skulduggery, receiving stolen goods from criminals, public indecency, running a gambling house, taking illegal bets on horse races, selling adulterated goods or goods harmful to health, infringement of legislative or regulatory provisions relating to narcotics or for repeat offences of assault and battery and public drunkenness.

Meet the nationality requirements:

  • French nationality or national of a member state of the European Union; state that is part of the Agreement on the European Economic Area or national of a state that has concluded a reciprocal agreement with France

The operating licence is a certificate proving that the future operator has undergone specific compulsory training.

This training is essential to open the right to operate an alcoholic drinks outlet (licence III and IV).
