Decree no. 2022-592 of 20 April 2022 creates a professional surveillance card for sporting, recreational, cultural or economic events bringing together more than 300 people. It creates a speciality in private security for the Rugby World Cup in 2023 and the Olympic and Paralympic Games in 2024. The skills required to prove professional competence are tailored to the tasks involved in these events. In particular, this new speciality will make it possible to meet the private security needs associated with the organisation, in France, of the Rugby World Cup in 2023, the Olympic and Paralympic Games in 2024, but also any large-scale one-off or periodic event.
The agent who participates in private security activities for major events (sporting, recreational, cultural or economic events bringing together more than 300 people), ensures the safety of people and property in public and private spaces, including with electronic surveillance means within a regulatory and structured framework limited with regard to the PSA. They work under the responsibility of a direct line manager (operations manager, sector manager, etc.) or delegate (team leader, station manager, etc.).
This card does not allow the activity to be carried out in any other context. The skills required to prove professional competence are adapted to the tasks involved in these events. Holders will be able to complete their training to obtain the "surveillance and guarding" speciality.
>The agent who participates in the private security activities of major events for the security of people and property in public and private spaces, including with electronic surveillance means, aimed solely at the exercise of private security activity related to surveillance in the context of sporting, recreational, cultural or economic events bringing together more than 300 people. In this context, he takes part in missions:
- screening people (access control, security rounds).
- alerting his hierarchy and intervention teams.
- rescuing people.
- first-level intervention following a malfunction, event or incident
He cannot operate alone and cannot be considered as a prevention and security agent able to operate fully.
His skills are based in part on those required of prevention and security agents, but only for those aimed at the events, sports, recreation, cultural, leisure and economic fields:
Perform the minimum tasks common to all security companies in human and electronic surveillance, remote surveillance and video protection, close protection, airport security, cash transport, in order to play his role in securing major events of more than 300 people.
Participate in protection, alerts and rescue for the safety of goods and people in the regulatory field in accordance with the order of 13 May 2022 (and any amendments or associated regulatory elements) to play its part in securing major events of more than 300 people.
Participate in the management of events, carry out security palpations and visual baggage inspections.
Act appropriately in conflict situations or aggravated risk situations.
Be vigilant in the face of terrorist threats, alert, participate in actions to be carried out and in particular rescue operations.

Be in possession of a prior authorisation to enter training issued by the CNAPS (Conseil National des Activités Privées de Sécurité).
Prove knowledge of the French language, characterised by understanding of the language required to carry out a private security activity, as well as the ability to give a report, orally and in writing. Its level is that defined by level B1 of the Common European Framework of Reference for Languages, as adopted by the Committee of Ministers of the Council of Europe in its recommendation CM/Rec (2008) of 2 July 2008.
Concerning foreign nationals specifically, the B1 test as defined by the decree of 31 March 2022 relating to the verification of the level of mastery of the French language is compulsory.
