AIPR - Autorisation d'Intervention à Proximité des Réseaux Designer profile

The AIPR or skills requirement for personnel working near networks has been applicable since 1 January 2018. As part of the "anti-damage" reform, this measure aims to strengthen the skills of workers, particularly in preventing their own safety as well as the risks of damage to networks and equipment, harm to the environment, and accidents to people (workers and local residents). Employers, whether private or public, will have to issue an AIPR (Autorisation d'Intervention à Proximité des Réseaux - Authorisation for work near networks) to agents or employees involved in the preparation or execution of work near networks, on the basis of a skills certificate issued by the GRETA-CFA examination centre if the candidate has passed the skills test, which takes the form of a MCQ of random questions. AIPR exam preparation courses are not compulsory but are strongly recommended to professionals in order to increase their chances of passing the exam.

The law defines several profiles of participants who must have an AIPR depending on their role.

The objectives of the training preparing for the issue of the DESIGNER certificate are:

• Acquire or update knowledge of DT-DICT regulations and the technical guide
• Understand the issues involved in checking skills (AIPR examination) in relation to the regulatory obligations of the Autorisation d'Intervention à Proximité des Réseaux
• Be able to organise prevention when working near networks

The AIPR Profil CONCEPTEUR training programme covers the following topics:

• Impact of the network damage protection reform on the worksite (role, responsibilities, obligations of the designer before and during the works)
• the DT-DICT regulations the AIPR regulations useful information for those involved on the worksite
• the various players in the DT - DICT reform
• the types of networks concerned (DT - DICT) - cases of exemption
• how the system works (DT followed by a DICT - joint DTDICT)
• performing the works

• Authorisation from the Ministry of Ecological Transition and Solidarity

For example, the professionals concerned by the AIPR DESIGNER profile training course are responsible for: carrying out DTs and monitoring work, coordinating work with several companies, working on services requiring certification in geo-referencing or network detection, auditors for certification bodies of geo-referencing or detection service providers.
